During the course of the project, the LEA reorganized its schools from first/ middle/secondary to primary/secondary. As a consequence, the pupils in our sample 26 What Teachers Do: Changing Policy and Practice in Primary Education moved in Year 3 to Meadway Junior (previously a middle school), where the staff, led by a very long-standing and experienced (female) head, was also ethnically mixed. This school, located only a few yards from the infants', occupied two large Victorian red-brick buildings beside the road and shared an adjacent games field.
Most children wore school uniform. The school was led by a strong, experienced (female) headteacher and the atmosphere in the staffroom was noisy and goodhumoured. Kenwood Infant School was situated in very similar surroundings in the same city as St Bede's. It was built early in the twentieth century and was set in a concrete playground relieved by a new nature area. It had a well-stocked library and resource rooms. There was an emphasis on good behaviour and on making progress, and considerable effort was made to involve children in planning their own work.
Children transferred to the neighbouring Audley Junior School at age 7. Audley Juniors amalgamated with the infants' school in Year 5 of the project to form a new voluntarily assisted primary school. The amalgamation was associated with a period of disruption and uncertainty over staffing. In Year 6, as well as the head (male) and deputy, the school had nine teachers, eight of them female. The school was housed in an old Victorian building with a Tarmac yard at the front and back and a small playing-field.
