Until the Asian ﬁnancial crisis, ASEAN’s continued support for Indonesia’s occupation of East Timor was secured through Indonesian coercion, often mediated through regional business networks. However, Jakarta decided to hold a referendum on East Timor’s status to offset Western pressure after the ﬁnancial crisis, resulting in a vote for independence. Resisted by powerful military-business elites, this precipitated a humanitarian crisis in the territory. The ﬁnancial crisis had already emphasised the interdependence between ASEAN states’ social, political and economic orders, and events in Timor only underlined this by raising the spectre of Indonesia’s fragmentation and the contagion of unrest to the wider region.
