It would encompass not only the technical tasks currently undertaken by the various inspectorates but also public education and environmental extension services. The South African situation of limited numbers of qualified technical personnel, many people living in isolated rural areas, and an emerging strong civil society movement provides an opportunity to build a new kind of environmental agency based on environmental education and local involvement; partnership with the private sector; and the most advanced concepts and techniques for assessing environmental quality, valuing natural resources, and establishing environmental quality standards.

These problems are exacerbated in the case of remote rural communities, which account for a large fraction of South Africa’s poor. In the nature of things, they are scattered and isolated, poorly serviced, and lacking in terms of information or political access. There was little or no attention paid to the role of women in South African society. Women should be centrally involved in decision-making about services and the environment. However, there are barriers of a traditionally patriarchal society and strong cultural barriers that have to be overcome.
